It provides explanation for the offshore\u00a0travel operations requirements as enshrined in the Mineral Oils (Safety) Regulations 1997 and provisions of Section 60 (a) of the Petroleum (Drilling and\u00a0Production) Regulations 1969, as amended.<\/p>\n<h1 style=\"text-align: center;\">\u00a0OFFSHORE SAFETY PERMIT<\/h1>\n<p>In Oil &amp; Gas business in Nigeria, any job or contracts that based on Offshore, personnel that will execute the job need to obtain <strong>OFFSHORE SAFETY PERMIT<\/strong> before they will allowed to go to offshore to execute the job(s).<\/p>\n<p><strong>Scope<\/strong><br \/>\nThis document defines the different types of Offshore Safety Permits and corresponding training requirements, and describes the processes for obtaining these permits as well as the process for requesting an offshore visit.<\/p>\n<p>For <a href=\"http:\/\/www.aziza.com.ng\/obtain-personnel-osp-permit-nigeria\/\">OFFSHORE SAFETY PERMIT REGISTRATION SERVICE<\/a><\/p>\n<p>Offshore Safety Permit is recorded as a barcode strip on an E- Card issued by DPR or its accredited representative. The OSP also records personal details, medical fitness certification, training certification, competence assurance<br \/>\nstatus, etc.<\/p>\n<p>The scope also includes the means of travel by helicopter and boat, and modes of transfer to offshore facilities.<br \/>\n<strong>Terminology<\/strong><br \/>\nAbbreviations, terms and references used in this document are explained hereunder:<br \/>\n<strong>Abbreviation &amp; Meaning<\/strong><br \/>\nAOS = Area Operations Supervisor<br \/>\nAPI = American Petroleum Institute<br \/>\nBLO = Boat Landing Officer<br \/>\nBOSIET = Basic Offshore Safety Induction and Emergency Training<br \/>\nCOC = Certificate of Competency for mariners<br \/>\nCSR = Company Site Representative<br \/>\nDSV = Drilling Supervisor<br \/>\nEBS = Emergency Breathing System<br \/>\nTFOET = Tropical Further Offshore Emergency Training<br \/>\nFOS = Field Operations Supervisor<br \/>\nFOET = Further Offshore Emergency Training.<br \/>\nHIP = Hazard Identification Plan<br \/>\nHLO = Helicopter Landing Officer<br \/>\nHUET = Helicopter Underwater Escape Training.<br \/>\nNCAA = Nigerian Civil Aviation Authority<br \/>\nIADC = International Association of Drilling Contractors<br \/>\nIATA = International Air Transport Association<br \/>\nICAO = International Civil Aviation Organization<br \/>\nMOPO = Manual of Permitted operations<br \/>\nNOGEPA = Netherlands Oils and Gas Exploration and Production Association.<br \/>\nNSOC-D = North Sea Operators Committee \u2013 Denmark.<br \/>\nOLF = Norwegian Oil Industry Association.<br \/>\nOPITO = Offshore Petroleum Industry Training Organization<br \/>\nTBOSIET = Tropical Basic Offshore Safety Induction and Emergency Training<br \/>\nTFOET = Tropical Further Offshore Emergency Training.<br \/>\nTHUET = Tropical Helicopter Underwater Escape Training<br \/>\nUKOOA = United Kingdom Offshore Operators Association.<br \/>\nOSP = Offshore Safety Permit<br \/>\nPOB = Personnel On board<br \/>\nSTCW = Standard Training Certification and Watch keeping<br \/>\nSOLAS = Safety of Life at Sea<br \/>\nSOS = Senior Operations Supervisor<br \/>\nTSbB = Travel Safely by Boat<br \/>\nVIP = Very Important Person e.g. Government Senior Officials, Senior Company Directors and CEO, Foreign Embassy<br \/>\ndelegates, Stakeholder, Other Senior delegates from various Companies Local and Foreign.<\/p>\n<p><strong>OFFSHORE\/SWAMP LOCATION TRAVEL REQUIREMENTS<\/strong><br \/>\n2.1. Travel to Offshore\/Swamp Facility<br \/>\nAny person travelling to an offshore\/swamp facility, marine vessel, barge or rig operated in the Nigerian Oil and Gas industry, by either helicopter or boat must:<\/p>\n<p>I. be authorized by the senior person of the facility, vessel, barge or rig to travel to their destination.
