It will include\u00a0Eligibility, Application Process and requirements, licensing and statutory fees.<\/p>\n<p>These Guidelines are made pursuant to Paragraph 4(1) of the Fourth Schedule to the Petroleum Act\u00a0CAP P10 L.F.N 2004 and are intended to clearly define the regulatory requirements for the issuance\u00a0of Petroleum Products Importation Permit and the administration of Vessel Arrival Notification &amp;\u00a0Cargo Discharge at Jetties.<\/p>\n<p><strong>A. ELIGIBILITY<\/strong><br \/>\nAll companies duly registered under the Corporate Affairs Commission (CAC) as providers of goods\u00a0and services in the downstream sector of the Nigerian oil and gas Industry are eligible to apply for\u00a0Import Permit of Petroleum Products subject to having access to appropriate Storage Facilities\u00a0which could be owned or leased from third parties.<\/p>\n<p>&nbsp;<\/p>\n<h1>Get:<span style=\"color: #0000ff;\"> <a style=\"color: #0000ff;\" href=\"http:\/\/www.aziza.com.ng\/register-company-business-registration-service-nigeria\/\">Company formation or Registration Service in Nigeria<\/a><\/span><\/h1>\n<p><strong>B. APPLICATION CONDITIONS FOR ISSUANCE OF PETROLEUM PRODUCTS IMPORT PERMIT<\/strong><br \/>\n1) Application for Import Permit shall be made through the designated online portal at\u00a0DEPARTMENT OF PETREOLEUM RESOURCES (DPR) official.<br \/>\n2) The following documents shall be uploaded with the application at the online portal:-<br \/>\ni. A copy of the Certificate of Incorporation of the applicant&#8217;s company<br \/>\nii. A copy of the company Article and Memorandum of Association<br \/>\niii. A Copy of the current Storage\/Sales license issued by the DPR (where applicable)<br \/>\niv. A Bank reference with committed and explicit statements<br \/>\nv. Tax Identification Number (TIN)<\/p>\n<p>3) The following fees payable in respect of an application for import permit shall be made through\u00a0the applicable electronic payment system on the portal:-<br \/>\ni. An application fee of Seventy Five Thousand Naira only (N75,000.00 \/ 30 MT)<br \/>\nii. Processing fee of Two Hundred and Ten Thousand Naira only (N210, 000. 00 \/ Application)<\/p>\n<p><strong>C) SPECIAL NOTICE ON APPLICATION FOR PETROLEUM PRODUCT IMPORT PERMIT:-<\/strong><br \/>\ni. All documents submitted online would be verified and if found acceptable a permit will be\u00a0issued to the applicant<br \/>\nii. Every Import Permit shall have a duration of 90 days from the date of issue<br \/>\niii. For every new application for a permit, the permit granted to a company for a previous\u00a0importation would be recertified on System<br \/>\niv. All imported Petroleum Products must meet the National Quality Standard specifications as\u00a0approved by the Department of Petroleum Resources<br \/>\nv. Each importer of petroleum products shall be required to submit returns on System on the\u00a0previous importation for which permit was issued, upload copies of all relevant invoices and\u00a0shipping documents, before any subsequent application for an Import Permit to be approved.<\/p>\n<p><strong>Documents to be submitted shall include:-<\/strong><br \/>\na) Relevant Invoices<br \/>\nb) Bill of Lading<br \/>\nc) Photocopy of Approved Form \u201cM\u201d<br \/>\nd) Clearance or Import duty payment from Nigeria Customs &amp; Excise<br \/>\ne) Import Clearance Form duly certified by DPR representative at the jetty.<br \/>\nf) Detail cargo information, such as direct shipment, ship-to-ship, name of mother vessel,\u00a0certificate of quality, last port of call etc.<br \/>\ng) A copy of the \u201cCertificate of Quantity\u201d and \u201cCertificate of Quality\u201d of previous imported and\u00a0delivered products duly authenticated by DPR (to be made available (for renewal of import\u00a0permit))<br \/>\nh) Evidence of utilization of the quantity of products for which import permit was previously\u00a0granted.<\/p>\n<p>&nbsp;<\/p>\n<h1>Read: <a href=\"http:\/\/www.aziza.com.ng\/how-to-start-oil-gas-business-company-nigeria-step-step-guide\/\"><span style=\"color: #0000ff;\">Steps &amp; Permits You to Start Oil &amp; Gas Business in Nigeria<\/span><\/a><\/h1>\n<p><strong>D) VESSEL ARRIVAL NOTIFICATION<\/strong><br \/>\nClearance of vessels for discharge at receiving facilities shall be duly implemented upon the\u00a0importer notifying the Department at least 7 days prior to the arrival of the vessel at a Nigerian Port\u00a0and providing the following documents at the designated online portal:<br \/>\ni. Certificate of Quality of the consignment issued by the exporting refinery or a competent\u00a0authority in the country of origin is submitted to the DPR<br \/>\nii. Copy of Certificate of Quantity<br \/>\niii. Copy of \u201cForm M\u201d raised for the transaction<br \/>\niv. Copy of Letter of Credit for the transaction<br \/>\nv. Letter from a bank attesting that the transaction was funded through the bank<br \/>\nvi. Copies of all relevant invoices<br \/>\nvii. Copy of Cargo Manifest<br \/>\nviii. Copy of Ullage Report<\/p>\n<p>An importer shall pay a Vessel Notification processing fee of Two Hundred &amp; Twenty Thousand\u00a0Naira only (N220,000:00) to the Department of Petroleum Resources through the designated\u00a0electronic payment system on the Petroleum Product Import Permit electronic portal of the\u00a0Department.<\/p>\n<p><strong>E) CONDITIONS FOR CARGO DISCHARGE AT THE JETTIES<\/strong><br \/>\nA vessel laden with imported Petroleum Products shall only be allowed to discharge at the\u00a0indicated jetty where:<br \/>\ni. There is an evidence of import permit for the product.<br \/>\nii. The imported product has been fiscalised in the presence of a DPR official<br \/>\niii. A re-certification analysis of the product composite sample is conducted in the presence of a\u00a0DPR official and the result certified on- spec.<br \/>\nA Vessel shall therefore not Discharge until the Laboratory Re-certification of a Product is\u00a0conducted<br \/>\niv. Copy of import permit used for the cargo<br \/>\nii. Bill of lading (Mother\/Daughter Vessel)<br \/>\niii. Certificate of Quantity (Mother\/Daughter Vessels)<br \/>\niv. Certificate of Quality<br \/>\nv. Letter from financing bank (addressed to DPR)<br \/>\nvi. Copy of Form M<br \/>\nvii. Invoices (Proforma &amp; Commercial)<br \/>\nviii.Letter from Supplier (Addressed to DPR)<br \/>\nix. Sovereign Debt Guarantee (SDG)<br \/>\nx. Vessel Report\/clearance form (Issued by DPR)<br \/>\nxi. Certificate of Quantity issued by DPR at discharge point<br \/>\nxii.
