Permit to Establish (PTE)<br \/>\nii. Approval to Construct (ATC)<br \/>\niii. License to Operate (LTO)<\/p>\n<p>&nbsp;<\/p>\n<h1><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.aziza.com.ng\/dpr-permits-registration-services\/\">Contact us for DPR Application Service<\/a><\/span><\/h1>\n<p>&nbsp;<\/p>\n<p><strong>2.0 APPLICATION PROCESSES AND ASSOCIATED DELIVERABLES<\/strong><br \/>\n2.1 Permit to Establish (PTE)<br \/>\nThis approval gate prescribes the qualification criteria for companies proposing to\u00a0establish a lube oil\/recycling plant. Application for PTE shall be made on Company\u2019s\u00a0letter headed paper with the following requirements:<\/p>\n<p>\u2022 Evidence of registration with Corporate Affairs Commission (CAC) \u2013 Copy of\u00a0Certificate of Incorporation.<br \/>\n\u2022 A Certified True Copy of Company\u2019s Memorandum and Articles of Association<br \/>\n\u2022 Current Tax Clearance Certificate of Company<br \/>\n\u2022 A Proof of Ownership of land where plant is to be sited.<br \/>\n\u2022 A letter from appropriate Town Planning Authority, authorizing the siting of the\u00a0plant at the proposed site.<br \/>\n\u2022 A Certified Copy of Land Survey Map.<br \/>\n\u2022 A copy of proposed layout drawings of the plant showing relative distances (in\u00a0meters) of various units within the facility and the interrelationship with\u00a0adjoining properties.<br \/>\n\u2022 Evidence of Payment of the Prescribed Application fee of Two Hundred and Fifty\u00a0Thousand Naira (N250,000) Only, payable via DPR online payment platform.<br \/>\nUpon submission of the above, a Site Suitability Inspection Exercise shall be conducted\u00a0by the Department (Requirements for suitability of site are specified in Appendix 1)<br \/>\nThe Department shall grant a Permit to Establish (see prescribed PTE format on\u00a0Appendix 2) the plant upon satisfactory appraisal of the above submission. The\u00a0company shall proceed to the next statutory approval gate.<\/p>\n<p>&nbsp;<\/p>\n<h1><span style=\"font-size: 18pt;\"><a href=\"http:\/\/www.aziza.com.ng\/register-company-business-registration-service-nigeria\/\">Read: Company Formation\/ Registration in Nigeria<\/a><\/span><\/h1>\n<p>&nbsp;<\/p>\n<p><strong>2.2 Approval to Construct (ATC)<\/strong><br \/>\nThis approval gate highlights the requisite technical documentations required to\u00a0progress the project to the construction stage. Application for ATC shall be made on\u00a0Company\u2019s letter headed paper with the following requirements:<br \/>\n\u2022 A copy of PTE earlier granted to the Company<br \/>\n\u2022 Evidence of Payment of ATC Processing fee of Two Hundred and Fifty Thousand\u00a0Naira (N250,000) Only, made payable via DPR online payment platform.<br \/>\n\u2022 A copy each of the Certificate of Registration of Trade Names and Descriptions\u00a0under which the company proposes to market its products (where different\u00a0from the blending company name) obtained from Ministry of Trade and\u00a0Investment.<br \/>\n\u2022 Detailed proposal on the project stating clearly:<br \/>\n\u2713 Formulations, Specifications, Classifications, Grades, Trade Names and\u00a0Identifications of the products to be manufactured.<br \/>\n\u2713 Detailed description of laboratory facilities and equipment to be used for\u00a0products quality control and applicable test methods to be adopted for\u00a0lubricant quality assurance and control.<br \/>\n\u2713 Effluent handling and disposal methods.<br \/>\n\u2713 Project design basis stating among others the nameplate production\u00a0capacity of the plant.<br \/>\n\u2022 A letter of introduction for the Engineering Design Firm (must possess a valid\u00a0DPR Oil and Gas Industry Services Permit for the service to be rendered)\u00a0nominated by company to carry out the design of the plant.<br \/>\n\u2022 A schedule for the conduct of Engineering Designs of the plant to enable the\u00a0attachment of a DPR Engineer to the project. Upon completion of the design,\u00a0the company shall be expected to submit the following design deliverables\u00a0(which must be endorsed by a registered Engineer) to the Department:<\/p>\n<p>&nbsp;<\/p>\n<h1><span style=\"font-size: 18pt;\"><a href=\"http:\/\/www.aziza.com.ng\/debt-collection-recovery-services-nigeria\/\">Read: Debt Recovery\/ Collection Service in Nigeria<\/a><\/span><\/h1>\n<p>\u2713 Architectural and Building Drawings which should include Civil and\u00a0Structural Engineering Design Drawings, with all associated Sectional\u00a0and Elevation Details (duly endorsed by State\/Local Government Town\u00a0Planning Authority).<br \/>\n\u2713 Mechanical Drawings (which shall include sectional details of storage\u00a0tanks) of the Plant<br \/>\n\u2713 Electrical Drawings of the Plant<br \/>\n\u2713 Process Design Drawings which should include Process Flow Diagrams\u00a0(PFD) and Piping and Instrumentation Diagrams (P&amp;ID) for the Plant.<br \/>\n\u2713 Utility Flow Diagram (UFD) for the Plant.<br \/>\n\u2713 Safety and Fire Fighting Diagram for the Plant.<br \/>\n\u2022 Codes, Standards and Specifications adopted in the design of the plant with\u00a0specifications of equipment and facilities to be installed.<br \/>\n\u2022 A Report signed by the Chief Federal\/State Fire officer, or an officer authorized\u00a0by him in that behalf, that he is satisfied with the proposed arrangements for the\u00a0prevention and containment of fire.<br \/>\n\u2022 An Environmental Impact Assessment (EIA) Study for the project in conjunction\u00a0with the Safety, Health, Environment (SHE) Division of the Department.<br \/>\n\u2022 A project execution schedule for the installation\/construction stage of the\u00a0project.<br \/>\nUpon a satisfactory appraisal of the above submission, the company shall be invited to\u00a0make a Technical Presentation to the Department on the project.<br \/>\nAn Approval to Construct (ATC) the lube oil\/recycling plant (see prescribed ATC format\u00a0on Appendix 3) shall be granted by the Department.<\/p>\n<p><strong>3.0 CONDITIONS GOVERNING THE CONSTRUCTION AND OPERATION OF LUBE OIL\u00a0BLENDING\/WASTE OIL RECYCLING PLANTS<\/strong><br \/>\n3.1 STORAGE TANKS SPACING<br \/>\nFor all storage tanks, the minimum distances shall be as follows:<br \/>\n3.1.1 Between the perimeter of the tank and the outer boundary of the installation, it\u00a0shall be at least 6.096 m (20 ft).<br \/>\n3.1.2 Between two adjacent tanks, it shall be at least 0.9144m (3 ft).<br \/>\n3.1.3 Between perimeter of tank and sidings on which working locomotive pass it shall\u00a0be at least 15.24m (50 ft).<\/p>\n<p>&nbsp;<\/p>\n<h1><span style=\"font-size: 18pt;\"><a href=\"http:\/\/www.verazadvocates.com.ng\/\">Click to Hire a Lawyer for Legal Services in Nigeria<\/a><\/span><\/h1>\n<p>&nbsp;<\/p>\n<p>3.2 STORAGE TANK DESIGN SPECIFICATION AND FITTINGS<br \/>\n3.2.1 All the storage tanks shall conform to the existing approved standards of the\u00a0Standards Organisation of Nigeria (as a minimum), and shall be constructed\u00a0from mild steel or any other non-flammable material as approved by the\u00a0Department. They shall be externally coated to protect them from rusts and be\u00a0conspicuously marked with their capacities in cubic meters.<br \/>\n3.2.2 All tanks shall be protected against atmospheric static electricity discharges and\u00a0shall be painted in aluminium grey or other bright colors as approved by the\u00a0Department.<br \/>\n3.2.3 When installed wholly or partly above the surface of the ground, the tank shall\u00a0be firmly supported with materials of structural integrity to meet the approval of\u00a0the Director, Petroleum Resources and be surrounded with a retaining bund wall\u00a0that is large enough to contain 110% of the tank full contents.<br \/>\n3.2.4 Every permanently placed bulk storage tank containing liquid petroleum\u00a0shall:<br \/>\n\u2713 Be installed within a bund wall capable of containing the contents of\u00a0the largest tank plus ten per cent of the volume of the remaining\u00a0tanks.<br \/>\n\u2713 Have provisions made for containing any leakage to prevent\u00a0contamination of water by oil for tanks installed in marine<br \/>\nenvironments.<br \/>\n\u2713 Be provided with efficient electrical earth connections, having an\u00a0electrical resistance value not exceeding ten ohms when measured\u00a0by an earth resistance tester of the Megger or similar type.<br \/>\n\u2713 Be fitted with adequate lightning protective device.<br \/>\n3.2.5 In all cases, tanks shall:<br \/>\n\u2713 Be fitted with manholes of minimum diameter of 60.96 cm to facilitate easy\u00a0access to the tank interior.<br \/>\n\u2713 Be fitted with vents capable of relieving excess pressure or vacuum.<br \/>\n\u2713 Have access to their roofs by means of a ladder or staircase constructed and\u00a0attached to the outer tank shell.<br \/>\n3.2.6 General<br \/>\n\u2713 All electrical wirings shall conform to applicable NIS Standards and other Internationally recognized fire protection standards.<br \/>\n\u2713 All fire protection devices shall conform to applicable National\/International\u00a0Fire Protection Standards.<br \/>\n\u2713 Non-flammable materials shall be used for all constructions within the plant.<br \/>\n\u2713 All electrical lamp fittings shall be flameproof.<br \/>\n\u2713 During operation, no storage tank shall be filled to more than 95% of its\u00a0capacity. All maintenance requiring hot works on storage tanks shall be\u00a0carried out under a permit issued by a competent person specifying detailed\u00a0safety precautions that must be taken in the process.<\/p>\n<p><strong>4.0 ENVIRONMENTAL PROTECTION<\/strong><br \/>\n\u2713 All storage tanks shall be surrounded by bund walls constructed with\u00a0concrete.<br \/>\n\u2713 There shall be adequate piping facilities for evacuating any liquids retained\u00a0within the bund walls.<br \/>\n\u2713 There shall be installed in the enclosure, an efficient oil interceptor with\u00a0an isolating valve leading to the drainage system.<br \/>\n\u2713 Water shall not be allowed to accumulate within the enclosure or any part\u00a0thereof where the storage tanks are on concrete foundations and the bed of\u00a0the enclosure is also concrete; drainage of the enclosure shall be evacuated\u00a0by means of a pipe fitted with a valve, to be kept close when not in use, and\u00a0which is capable of being activated from outside the enclosure.<br \/>\n\u2713 The quality of the effluent generated from the drainage system in the plant\u00a0shall be monitored at such intervals as specified in the existing\u00a0environmental guideline issued by the Department and reports of analysis\u00a0submitted to the Director, Department of Petroleum Resources on monthly\u00a0basis.<br \/>\n\u2713 All other precautions and provisions of up-to-date equipment for preventing\u00a0pollution as specified in the Department\u2019s environmental guidelines shall be\u00a0put in place to the satisfaction of the Director, Petroleum Resources.<\/p>\n<p><strong>5.0 FIRE FIGHTING AND PROTECTION MEASURES<\/strong><br \/>\n\u2713 In every building, oil blending or recycling plant, they shall be provided and\u00a0kept in readiness to the satisfaction and approval of the Chief Federal\/State\u00a0Fire Officer, adequate equipment for firefighting and protection.<br \/>\n.<br \/>\n\u2713 Each item of fire fighting equipment shall be inspected and tested at\u00a0appropriate intervals by a competent person appointed for the purpose by\u00a0the licensee. The date of the last inspection shall be entered in a log book\u00a0kept for that purpose.<\/p>\n<p>\u2713 All the personnel employed in the installation shall be trained on the use of\u00a0firefighting equipment.<\/p>\n<p>\u2713 Instruction to personnel in case of fire shall be clearly and concisely\u00a0expressed in writing and prominently displayed at the site.<\/p>\n<p>\u2713 \u201cNO SMOKING\u201d and other safety signage shall be conspicuously displayed\u00a0at strategic locations in the plant and be illuminated for ease of identification\u00a0in dull brightness.<\/p>\n<p>\u2713 Whenever a fire or any accident occurs in the installation, a report of the\u00a0circumstances and probable causes shall be forwarded to the to the Federal\u00a0or relevant State Chief Fire Officer and to the nearest office of the\u00a0Department by the licensee within forty-eight hours of occurrence.<\/p>\n<p>\u2713 Automatic fail-safe emergency alarm devices shall be incorporated in the\u00a0critical sections of the plant.<\/p>\n<p><strong>6.0 PRODUCT QUALITY CONTROL AND ASSURANCE<\/strong><br \/>\nA laboratory for quality control shall be established within the plant to test for\u00a0the under listed parameters and others as prescribed by the Nigerian Industrial\u00a0Standards (NIS) for lubricants using international test methods (ASTM and IP) as\u00a0applicable to:<br \/>\na. Specific Gravity<br \/>\nb. Flash point<br \/>\nc. Pour Point<br \/>\nd. Viscosity<br \/>\ne. Water content<br \/>\nf. Insoluble Content<br \/>\ng. Acidity Level<br \/>\nh. Total Base Number (TBN)<br \/>\ni. Sulfated Ash content (Trace metals Pb, Fe, Na, K, Va, Ni, Co)<br \/>\nj. Penetration<br \/>\nk. Drop point<br \/>\nl. Acidity<\/p>\n<p>&nbsp;<\/p>\n<h1><a href=\"http:\/\/www.schoolsoftware.com.ng\">Get a School ERP Software\u00a0<\/a><\/h1>\n<p>&nbsp;<\/p>\n<p><strong>7.0 TRIAL BLEND APPROVAL<\/strong><br \/>\nAll trial blending activities shall be closely monitored by representatives of the\u00a0Department and an Approval issued upon successful conduct. The blend quality\u00a0shall conform with respective Nigerian Industrial Standard (NIS) specifications\u00a0for lubricants.<\/p>\n<p><strong>8.0 LICENSING PROCEDURE<\/strong><br \/>\nUpon completion of the construction of lube blending\/waste oil recycling plant,\u00a0an application for issuance of license to operate (LTO) the plant shall be\u00a0forwarded to the Director, Department of Petroleum Resources.
