{"id":8541,"date":"2023-05-16T15:03:05","date_gmt":"2023-05-16T15:03:05","guid":{"rendered":"https:\/\/www.aziza.com.ng\/read\/?p=8541"},"modified":"2024-10-30T07:44:15","modified_gmt":"2024-10-30T07:44:15","slug":"history-of-house-of-representatives-in-south-africa","status":"publish","type":"post","link":"https:\/\/www.aziza.com.ng\/read\/history-of-house-of-representatives-in-south-africa\/","title":{"rendered":"HISTORY OF HOUSE OF REPRESENTATIVES IN SOUTH AFRICA"},"content":{"rendered":"\r\n<p class=\"wp-block-paragraph\"><strong>Introduction<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">This post discusses the House of Representatives or Assembly of South Africa, their method of election, and their parliamentary system.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>History of House of Representatives<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">The\u00a0<strong>House of Assembly<\/strong>\u00a0(known in\u00a0Afrikaans\u00a0as the\u00a0<em>Volksraad<\/em>, or &#8220;People&#8217;s Council&#8221;) was the\u00a0lower house\u00a0of the\u00a0<span style=\"color: #ff0000;\"><a style=\"color: #ff0000;\" href=\"https:\/\/www.aziza.com.ng\/read\/parliaments-of-ghana-constituencies-speakers-and-members-with-dates\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-type=\"post\" data-id=\"8038\">Parliament<\/a> <\/span>of South Africa\u00a0from 1910 to 1981, the\u00a0sole parliamentary chamber\u00a0between 1981 and 1984, and latterly the white representative house of the\u00a0Tricameral Parliament\u00a0from 1984 to 1994, when it was replaced by the current\u00a0National Assembly. Throughout its history, it was exclusively constituted of white members who were elected to office predominantly by\u00a0white citizens, though until 1960 and 1970, respectively, some Black Africans and Coloureds in the\u00a0Cape Province\u00a0voted under a restricted form of suffrage.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">The old House of Assembly chamber was severely damaged in a\u00a0fire outbreak\u00a0in January 2022.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-8542\" src=\"https:\/\/www.aziza.com.ng\/read\/wp-content\/uploads\/2023\/05\/Parliament-of-south-Africa.jpg\" alt=\"house of  Representatives south Africa\" width=\"624\" height=\"414\" \/>\r\n<figcaption class=\"wp-element-caption\">house of Representatives south Africa<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">The\u00a0<strong>House of Representatives<\/strong>\u00a0(Afrikaans:\u00a0<em>Raad van Verte\u00ebnwoordigers<\/em>) was an 80-seat body in the\u00a0Tricameral <a href=\"https:\/\/www.aziza.com.ng\/read\/third-republic-parliament-of-ghana-constituencies-speakers-and-members\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-type=\"post\" data-id=\"8043\"><span style=\"color: #ff0000;\">Parliament<\/span>\u00a0<\/a>of\u00a0South Africa\u00a0which existed from 1984-1994. It was reserved for\u00a0Coloured\u00a0South Africans. The body was elected twice; in 1984 and 1989. Electoral turnouts for the House of Representatives were poor.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">The House of Representatives met in the former\u00a0Senate chamber\u00a0in the\u00a0Houses of Parliament,\u00a0Cape Town.\u00a0 The executive arm of the House of Representatives was a Ministers&#8217; Council, led by a Chairman. The civil service that dealt with Coloured &#8220;own affairs&#8221; (including education, health and welfare, local government, housing and agriculture) was called the Administration: House of Representatives, and was based in\u00a0Cape Town. In 1984, the House was dominated by the\u00a0Labor Party, which won 76 of the 80 seats.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">In 1989, the Labor Party lost support but still maintained a majority of seats with 69. Other parties represented included the\u00a0Democratic Reform Party,\u00a0United Democratic Party,\u00a0Freedom Party\u00a0and 2 independents. The 1989 house was almost entirely dominated by men, with only one woman elected<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>Method of Voting<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">The members were elected by\u00a0first-past-the-post voting\u00a0in\u00a0single-member electoral divisions. Following the abolition of the\u00a0Senate\u00a0in 1981, the membership of the House of Assembly was increased included 12 additional members, of whom four were appointed by the\u00a0State President\u00a0and eight were elected by the directly elected members. The elected additional members were chosen by proportional representation, by means of the\u00a0single transferable vote.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">The\u00a0South Africa Act 1909\u00a0provided that the franchise in each province should be the same as that in the corresponding colony before the Union, until altered by the Union Parliament. The Act included\u00a0entrenching clauses, providing that black and coloured voters could only be removed from the common voters roll in the Cape of Good Hope, by legislation passed by a two-thirds majority by both houses of Parliament in joint session.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">The franchise, in all parts of the Union, was initially limited to men over the age of 21. White women were enfranchised in 1929 and the remaining property and income qualifications affecting white men were abolished in 1930.\u00a0The voting age was reduced to 18 in the 1960s. There were some additional qualifications and disqualifications which varied between provinces.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">The voters in the Orange Free State, Transvaal and South West Africa had to be qualified white people, throughout the whole period when those areas were represented in the House of Assembly.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>Cape Franchise<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">The Cape of Good Hope had a franchise based on property and wage qualifications, open to people of all races. At the time of the\u00a0National Convention\u00a0in 1908, which drafted the terms of what became the South Africa Act, &#8220;22,784 Native and Coloured persons out of a total of 152,221 electors&#8221; were entitled to vote in Cape elections.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">From 1930, the traditional Cape franchise only affected non-white electors. The 1929 and 1930 extensions of white voting rights were not granted to the non-white majority of the population.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Until 1937, a small number of blacks in the\u00a0Cape Province\u00a0were included on the common voters&#8217; roll. Under the Representation of Natives Act (1936), three white members were elected to represent black voters in the province, with the voters&#8217; roll being limited to only 11 000.\u00a0In 1960, these seats were abolished.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Similarly the coloured voters in Cape Province were removed from the common (or general roll), under the\u00a0Separate Representation of Voters Act\u00a01951, although as the Act was challenged during the\u00a0Coloured vote constitutional crisis\u00a0and not completely enforced until the later 1950s, the last year to see non-whites participate in a general election was\u00a0in 1953. Coloured electors complying with qualifications were subsequently given four white MPs between 1958 and 1970. These seats were abolished in 1968 through the\u00a0Separate Representation of Voters Amendment Act, 1968, enacted on behalf of Prime Minister\u00a0B. J. Vorster. This removed all political representation for non-whites in South Africa;\u00a0Indians\u00a0had never had any parliamentary representation.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Natal had a theoretically non-racial franchise, which was similar to (but different in detail) from the property and income based franchise of the Cape. In practice, few non-white electors ever qualified to vote under it. It was estimated, in 1908, that &#8220;200 non-Europeans out of a total of 22,786 electors had secured franchise rights&#8221;.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">In 1935, there was one black elector in Natal. He retained the general roll franchise when the Cape black voters lost it.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>South West Africa<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">In 1949, the South West Africa Affairs Amendment Act extended parliament representation to\u00a0South West Africa&#8217;s white minority, who elected six MPs to the House of Assembly. They were first elected in 1950, with the territory being represented in the South African Parliament until 1977. South West Africa&#8217;s representation in the South African Parliament was abolished in 1977, to pave the way for independence for the territory, which did not occur until 1990.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">However,\u00a0Walvis Bay\u00a0was transferred back to the\u00a0Cape Province, thereby making it an\u00a0exclave. From 1980, it formed part of the\u00a0Green Point\u00a0constituency in\u00a0Cape Town, before becoming a separate constituency in 1982.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>Tricameral<\/strong><a href=\"https:\/\/www.aziza.com.ng\/read\/2022\/10\/fourth-republic-from-4th-to-6th-parliament-of-ghana-constituencies\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-type=\"post\" data-id=\"8052\"><strong> Parliament<\/strong> <\/a>In the\u00a0Tricameral Parliament, the House of Assembly (by this time numbering 178 members) was retained as the Whites-only chamber while the\u00a0House of Representatives\u00a0and\u00a0House of Delegates\u00a0were designated to\u00a0Coloureds\u00a0and\u00a0Asians\u00a0respectively.<\/p>\r\n","protected":false},"excerpt":{"rendered":"<p>Introduction This post discusses the House of Representatives or Assembly of South Africa, their method of election, and their parliamentary system.
