INTRODUCTION<\/p>\r\n\r\n\r\n\r\n

This post discusses the past leaders and presidents of Uganda starting from the Monarch, Governor General, Military Rule and First to fourth republic of Uganda.<\/p>\r\n\r\n\r\n\r\n

The\u00a0president of the Republic of Uganda\u00a0is the\u00a0head of state\u00a0and the\u00a0head of government\u00a0of\u00a0Uganda. The president leads the\u00a0executive branch\u00a0of the\u00a0government of Uganda\u00a0and is the\u00a0commander-in-chief\u00a0of the\u00a0Uganda People’s Defense Force.<\/p>\r\n\r\n\r\n\r\n

EARLY HISTORY<\/p>\r\n\r\n\r\n\r\n

From 1962 to 1963, the head of state under the\u00a0Constitution\u00a0of 1962 was the\u00a0Queen of Uganda,\u00a0Elizabeth II, who was also the\u00a0Queen of the United Kingdom\u00a0and the other\u00a0Commonwealth realms. The queen was represented in Uganda by a governor-general. Uganda became a\u00a0republic within the Commonwealth\u00a0under a 1963 constitutional amendment and the monarch and governor-general were replaced by a ceremonial\u00a0president, which was replaced by an executive presidency in 1966.<\/p>\r\n\r\n\r\n\r\n

GOVERNOR-GENERAL<\/p>\r\n\r\n\r\n\r\n

The governor-general was the representative of the monarch in Uganda and exercised most of the powers of the monarch. The governor-general was appointed for an indefinite term, serving at the pleasure of the monarch. Since Uganda was granted independence by the Uganda Independence Act 1962, rather than being first established as a semi-autonomous\u00a0dominion\u00a0and later promoted to independence as defined by the\u00a0Statute of Westminster 1931, the governor-general was to be always appointed solely on the advice of the\u00a0Cabinet of Uganda\u00a0without the involvement of the British government. As Uganda became a republic before Walter Coutts, the former colonial governor, was replaced, this has never happened. In the event of a vacancy the\u00a0chief justice\u00a0would have served as the\u00a0officer administering the government.<\/p>\r\n\r\n\r\n\r\n

FIRST REPUBLIC (1963\u20131971)<\/p>\r\n\r\n\r\n\r\n

Under the 1963 constitutional amendment establishing the Republic of Uganda<\/a>,<\/span> the president replaced the monarch as ceremonial head of state. The president and vice-president were elected by the\u00a0National Assembly\u00a0for a five-year term from among the traditional rulers and constitutional heads of districts.<\/p>\r\n\r\n\r\n\r\n

In 1966, the powers of the president were increased, with the establishment of the executive presidency, but the same rules applied concerning the vacancy of the president. It also applied to the 1967 and 1995 constitutions.<\/p>\r\n\r\n\r\n\r\n

SECOND REPUBLIC (1971\u20131979)<\/p>\r\n\r\n\r\n\r\n

General (later\u00a0field marshal)\u00a0Idi Amin\u00a0led a\u00a0coup d’\u00e9tat\u00a0that overthrew President Obote and his government and installed himself as president. He took office in January 25, 1971 and left office on the 11th<\/sup> of April 1979. He spent 8years and 76 days in Office.<\/p>\r\n\r\n\r\n\r\n

FOURTH REPUBLIC (1986\u2013PRESENT)<\/p>\r\n\r\n\r\n\r\n

Under the Constitution of Uganda, the president is the executive head of state. The president is elected by popular vote for a five-year term. In the event of a vacancy, the\u00a0vice president\u00a0serves as\u00a0acting\u00a0president.<\/p>\r\n\r\n\r\n\r\n

\u00a0The president leads the\u00a0executive branch\u00a0of the\u00a0government of Uganda\u00a0and is the\u00a0commander-in-chief\u00a0of the\u00a0Uganda People’s Defense Force. The incumbent\u00a0Yoweri Museveni\u00a0came to power in 1986 and is the longest serving president of Uganda, ahead of\u00a0Idi Amin\u00a0who ruled from 1971 to 1979.\u00a0Bobi Wine\u00a0has not conceded the 2021 election and claims his victory is disputed for the\u00a02021 Ugandan general election<\/p>\r\n","protected":false},"excerpt":{"rendered":"
