{"id":8636,"date":"2023-05-26T13:23:58","date_gmt":"2023-05-26T13:23:58","guid":{"rendered":"https:\/\/www.aziza.com.ng\/read\/?p=8636"},"modified":"2024-10-30T07:11:48","modified_gmt":"2024-10-30T07:11:48","slug":"political-history-of-angola","status":"publish","type":"post","link":"https:\/\/www.aziza.com.ng\/read\/political-history-of-angola\/","title":{"rendered":"POLITICAL HISTORY OF ANGOLA"},"content":{"rendered":"\r\n<p>This post discusses the political history of Angola from the early history to the Portuguese colony and the adoption of new constitution.<\/p>\r\n\r\n\r\n\r\n<p><strong>HISTORY<\/strong><\/p>\r\n\r\n\r\n\r\n<p>Angola was first settled by\u00a0San\u00a0hunter-gatherer societies before the northern domains came under the rule of\u00a0Bantu\u00a0states such as\u00a0Kongo\u00a0and\u00a0Ndongo. In the 15th century,\u00a0Portuguese colonists\u00a0began trading, and a settlement was established at\u00a0Luanda\u00a0during the 16th century. Portugal annexed territories in the region which were\u00a0ruled as a colony\u00a0from 1655, and Angola was incorporated as an\u00a0overseas province of Portugal\u00a0in 1951. After the\u00a0Angolan War of Independence, this ended in 1974 with\u00a0army mutiny and leftist coup\u00a0in\u00a0Lisbon, Angola achieved independence in 1975 through the\u00a0Alvor Agreement. After independence, Angola entered a long period of\u00a0civil war\u00a0that lasted until 2002.<\/p>\r\n\r\n\r\n\r\n<p><strong>PORTUGUESE COLONY<\/strong><\/p>\r\n\r\n\r\n\r\n<p>The\u00a0Portuguese colony of Angola\u00a0was founded in 1575 with the arrival of\u00a0Paulo Dias de Novais\u00a0with a hundred Portuguese families and four hundred soldiers. Its center at\u00a0Luanda\u00a0was granted the status of city in 1605.The King of the Kongo soon converted to Christianity and adopted a similar political structure to the Europeans. He became a well-known figure in Europe, to the point of receiving missives from the\u00a0Pope. The south of the Kingdom of the Kongo, around the river Kwanza, there were various important states. The most important of these was the\u00a0Kingdom of Ndongo\u00a0or Dongo, ruled by the ngolas. At the time of the arrival of the Portuguese, Ngola\u00a0Kiluange\u00a0was in power. By maintaining a policy of alliances with neighboring states, he managed to hold out against the foreigners for several decades but was eventually beheaded in\u00a0Luanda. Years later, the Ndongo rose to prominence again when Jinga Mbandi (Queen Jinga) took power. A wily politician, she kept the Portuguese in check with carefully prepared agreements. After undertaking various journeys she succeeded in 1635 in forming a grand coalition with the states of\u00a0Matamba\u00a0and Ndongo, Kongo,\u00a0Kassanje,\u00a0Dembos\u00a0and\u00a0Kissamas. At the head of this formidable alliance, she forced the Portuguese to retreat.<\/p>\r\n\r\n\r\n\r\n<p><strong>POLITICAL HISTORY OF ANGOLA<\/strong><\/p>\r\n\r\n\r\n\r\n<p>Since the adoption of a new\u00a0constitution in 2010, the politics of Angola takes place in a framework of a\u00a0presidential\u00a0republic, whereby the\u00a0President of Angola\u00a0is both\u00a0head of state\u00a0and\u00a0head of government, and of a\u00a0multi-party system.\u00a0Executive power\u00a0is exercised by the government.\u00a0Legislative power\u00a0is vested in the President, the\u00a0government\u00a0and parliament.<\/p>\r\n\r\n\r\n\r\n<p>The current\u00a0<strong>political regime in\u00a0Angola<\/strong>\u00a0is\u00a0presidentialism, in which the President of the Republic is also head of state and government; it is advised by a Council of Ministers, which together with the President forms the national executive power. Legislative power rests with the 220 parliamentarians elected to the National Assembly. The President of the Republic, together with the parliament, appoints the majority of the members of the two highest bodies of the judiciary, that is, the Constitutional Court and the Supreme Court. The judiciary is still made up of the Court of Auditors and the Supreme Military Court.<\/p>\r\n\r\n\r\n\r\n<p>ADOPTION OF NEW CONSTITUTION<\/p>\r\n\r\n\r\n\r\n<p>Since the adoption of a new\u00a0constitution in 2010, the politics of Angola takes place in a framework of a\u00a0presidential\u00a0republic, whereby the\u00a0President of Angola\u00a0is both\u00a0head of state\u00a0and\u00a0head of government, and of a\u00a0multi-party system.\u00a0Executive power\u00a0is exercised by the government.\u00a0Legislative power\u00a0is vested in the President, the\u00a0government\u00a0and parliament.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Read: <span style=\"color: #ff0000;\"><a style=\"color: #ff0000;\" href=\"https:\/\/www.aziza.com.ng\/read\/political-history-of-morocco\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-type=\"post\" data-id=\"8601\">POLITICAL HISTORY OF MOROCCO<\/a><\/span><\/h2>\r\n\r\n\r\n\r\n<p>Angola\u00a0changed from a\u00a0one-party\u00a0Marxist-Leninist\u00a0system ruled by the\u00a0Popular Movement for the Liberation of Angola\u00a0(MPLA), in place since independence in 1975, to a multiparty democracy based on a new constitution adopted in 1992. That same year the first parliamentary and presidential elections were held. The MPLA won an absolute majority in the parliamentary elections. In the presidential elections, President\u00a0Jos\u00e9 Eduardo dos Santos\u00a0won the first round election with more than 49% of the vote to\u00a0Jonas Savimbi&#8217;s 40%. A runoff election would have been necessary, but never took place. The renewal of civil war immediately after the elections, which were considered as fraudulent by UNITA, and the collapse of the\u00a0Lusaka Protocol, created a split situation. To a certain degree the new democratic institutions worked, notably the\u00a0National Assembly, with the active participation of UNITA&#8217;s and the FNLA&#8217;s elected MPs &#8211; while Jos\u00e9 Eduardo dos Santos continued to exercise his functions without democratic legitimation. However the armed forces of the MPLA (now the official armed forces of the Angolan state) and of UNITA fought each other until the leader of UNITA, Jonas Savimbi, was killed in action in 2002.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-8637\" src=\"https:\/\/www.aziza.com.ng\/read\/wp-content\/uploads\/2023\/05\/Political-history-of-Angola.jpg\" alt=\"Political history of Angola\" width=\"807\" height=\"569\" \/>\r\n<figcaption class=\"wp-element-caption\">Political history of Angola<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>From 2002 to 2010, the system as defined by the\u00a0constitution of 1992\u00a0functioned in a relatively normal way. The executive branch of the government was composed of the President, the Prime Minister and Council of Ministers. The Council of Ministers, composed of all ministers and vice ministers, met regularly to discuss policy issues. Governors of the 18 provinces were appointed by and served at the pleasure of the president.\u00a0The Constitutional Law of 1992 established the broad outlines of government structure and the rights and duties of citizens. The legal system was based on Portuguese and customary law but was weak and fragmented. Courts operated in only 12 of more than 140 municipalities. A Supreme Court served as the appellate tribunal; a Constitutional Court with powers of judicial review was never constituted despite statutory authorization. In practice, power was more and more concentrated in the hands of the President who, supported by an ever-increasing staff, largely controlled parliament, government, and the judiciary.<\/p>\r\n\r\n\r\n\r\n<p>&nbsp;<\/p>\r\n\r\n\r\n\r\n<p>The 26-year-long civil war has ravaged the country&#8217;s political and social institutions. The UN estimates of 1.8 million\u00a0internally displaced persons\u00a0(IDPs), while generally the accepted figure for war-affected people is 4 million. Daily conditions of life throughout the country and specifically\u00a0Luanda\u00a0(population approximately 6 million) mirror the collapse of administrative infrastructure as well as many social institutions. The ongoing grave economic situation largely prevents any government support for social institutions. Hospitals are without medicines or basic equipment, schools are without books, and public employees often lack the basic supplies for their day-to-day work.<\/p>\r\n\r\n\r\n\r\n<p>Jos\u00e9 Eduardo dos Santos\u00a0stepped down as President of Angola after 38 years in 2017, being peacefully succeeded by\u00a0Jo\u00e3o Louren\u00e7o, Santos&#8217; chosen successor.\u00a0However, President Jo\u00e3o Louren\u00e7o started a campaign against corruption of the dos Santos era.\u00a0In November 2017,\u00a0Isabel dos Santos, the billionaire daughter of former President Jos\u00e9 Eduardo dos Santos, was fired from her position as head of the country&#8217;s state oil company\u00a0Sonangol. \u00a0In August 2020,\u00a0Jos\u00e9 Filomeno dos Santos, son of Angola&#8217;s former president, was sentenced for five years in jail for fraud and corruption. In August 2022, the ruling party, MPLA, won another outright majority and President Joao Lourenco won a second five-year term in the\u00a0election.
