This post discusses the national assembly of Guinea from the history to the organization, duties and responsibilities of the Assembly.<\/p>\r\n\r\n\r\n\r\n

The unicameral Assembl\u00e9e nationale or National Assembly is Guinea’s legislative body. Since the country’s birth in 1958, it has experienced political turmoil, and elections have been called at irregular intervals, and only since 1995 have they been more than approval of a one-party state’s slate of candidates. The number of seats has also fluctuated.<\/p>\r\n\r\n\r\n\r\n

It is currently suspended, with the National Council of the Transition acting as Guinea’s legislative body in the wake of the 2021 Guinean coup d’\u00e9tat.<\/p>\r\n\r\n\r\n\r\n

HISTORY<\/strong><\/p>\r\n\r\n\r\n\r\n

For more than 25 years under Pres. S\u00e9kou Tour\u00e9, Guinea was a one-party state ruled by the Democratic Party of Guinea (Parti D\u00e9mocratique de Guin\u00e9e; PDG). In April 1984, after Tour\u00e9\u2019s death, a military group led by Lansana Cont\u00e9 abolished the PDG and all associated revolutionary committees and replaced them with the Military Committee for National Recovery (Comit\u00e9 Militaire de Redressement National; CMRN). A new constitution in 1991 began a transition to civilian rule. It provided for a civilian president and a unicameral legislature, the National Assembly; both the president and the legislators were to be elected by universal suffrage for five-year terms.<\/p>\r\n\r\n\r\n\r\n

ORGANIZATION<\/strong><\/p>\r\n\r\n\r\n\r\n

Two thirds of the members (76), called d\u00e9put\u00e9s, are directly elected through a system of proportional representation, using national party-lists, while one third (38) are elected from single-member constituencies, using the simple majority (or first-past-the-post) system. Members must be over 25 years old and serve five-year terms.<\/p>\r\n\r\n\r\n\r\n

The President of the National Assembly of Guinea is the presiding officer of the legislature. Claude Kory Kondiano has been President of the National Assembly since January 2014<\/p>\r\n\r\n\r\n\r\n

The Assembly is made up of 12 commissions:<\/p>\r\n\r\n\r\n\r\n

Commission of accountancy and control<\/p>\r\n\r\n\r\n\r\n

Commission of delegations<\/p>\r\n\r\n\r\n\r\n

Economic, financial and planning commission<\/p>\r\n\r\n\r\n\r\n

Foreign Affairs Commission<\/p>\r\n\r\n\r\n\r\n

Commission for legislation, internal rules of the Assembly, the general administration and justice<\/p>\r\n\r\n\r\n\r\n

Commission of defense and security<\/p>\r\n\r\n\r\n\r\n

Commission of natural resources and sustainable development<\/p>\r\n\r\n\r\n\r\n

Commission of industries, mines, commerce and handcraft<\/p>\r\n\r\n\r\n\r\n

Commission of territorial arrangement<\/p>\r\n\r\n\r\n\r\n

Commission of civil service<\/p>\r\n\r\n\r\n\r\n

Commission of youth, arts, tourism and culture<\/p>\r\n\r\n\r\n\r\n

Commission of information and communication<\/p>\r\n\r\n\r\n\r\n

On 5 February 2022, five months after a military coup which saw the National Assembly briefly dissolved, a transitional parliament chaired by former lawmaker Dansa Kurouma with 81 members was established. The new parliament exists in the form of a National Transitional Council (CNT)<\/p>\r\n\r\n\r\n\r\n

DUTIES AND RESPONSIBILITIES<\/strong><\/p>\r\n\r\n\r\n\r\n

The Assembly is responsible for ordinary laws and the government’s budget.<\/p>\r\n\r\n\r\n\r\n

It ordinarily meets in two annual sessions, beginning 5 April and 5 October (or the next working day if a holiday) and lasting no more than 90 days. Special sessions can be called by either the President of Guinea or a majority of the Assembly members.<\/p>\r\n\r\n\r\n\r\n

BUILDING<\/strong><\/p>\r\n\r\n\r\n\r\n

The National Assembly has its headquarters in the Palais du Peuple (People’s Palace), which was built with Chinese assistance.<\/p>\r\n\r\n\r\n\r\n

ELECTIONS<\/strong><\/p>\r\n\r\n\r\n\r\n

1963<\/p>\r\n\r\n\r\n\r\n

Guinea was a one-party state, so the sole legal party, the Democratic Party of Guinea \u2013 African Democratic Rally, won all seats in the Assembly.<\/p>\r\n\r\n\r\n\r\n

1968<\/p>\r\n\r\n\r\n\r\n

The Democratic Party of Guinea \u2013 African Democratic Rally once again secured all of the then-75 seats, and Ahmed S\u00e9kou Tour\u00e9 retained the presidency.<\/p>\r\n\r\n\r\n\r\n

1974<\/p>\r\n\r\n\r\n\r\n

With no other parties legally allowed, the Democratic Party of Guinea \u2013 African Democratic Rally took all now-150 seats, and Tour\u00e9 was reelected president unopposed. Members were elected for seven-year terms.<\/p>\r\n\r\n\r\n\r\n

1980<\/p>\r\n\r\n\r\n\r\n

The Democratic Party of Guinea \u2013 African Democratic Rally secured all now-210 seats as the only party, with Tour\u00e9 retaining the presidency.<\/p>\r\n\r\n\r\n\r\n

1995<\/p>\r\n\r\n\r\n\r\n

The first election in which multiple parties were permitted was boycotted by one of the main opposition parties, the Union of Democratic Forces, but 846 candidates from 21 parties contested the 114 seats. The Unity and Progress Party led the way with 71 seats, 41 proportionally and 30 by constituency, and its leader, General Lansana Cont\u00e9, head of the country since a 1984 military coup d’\u00e9tat, became the second president.<\/p>\r\n\r\n\r\n\r\n

2002<\/p>\r\n\r\n\r\n\r\n

The election was originally scheduled for April 2000, as the five-year terms of office expired, but was postponed four times for various reasons. The 30 June 2002 election was won by President Cont\u00e9’s Unity and Progress Party, with 61.57% of the vote and 85 of the 114 seats.<\/p>\r\n\r\n\r\n\r\n

2013<\/p>\r\n\r\n\r\n\r\n

Elections were held on 28 September 2013. Alpha Cond\u00e9’s party, the Rally of the Guinean People, won the most seats, 53, but fell short of a majority.<\/p>\r\n\r\n\r\n\r\n

2020<\/p>\r\n\r\n\r\n\r\n

Elections were held on 22 March 2020. Alpha Cond\u00e9’s party, the Rally of the Guinean People, won 79 of the 114 seats, which is a supermajority.<\/p>\r\n","protected":false},"excerpt":{"rendered":"
