YOUTHS UNEMPLOYMENT IN NIGERIA

This post discusses the meaning of youths, unemployment, youth unemployment and analysis of youth unemployment, factors leading to it and solution.

YOUTH

Youth is best understood as a period of transition from the dependence of childhood to adulthood’s independence, this is the time of life when one is young especially the period between childhood and maturity, the early period of existence, growth, or development; a young person especially between adolescence and maturity.

UNEMPLOYMENT

The term unemployment refers to a situation where a person actively searches for employment but is unable to find work. Unemployment is considered to be a key measure of the health of the economy.

The most frequently used measure of unemployment is the unemployment rate. It’s calculated by dividing the number of unemployed people by the number of people in the labor force.

Unemployment is a key economic indicator because it signals the ability (or inability) of workers to obtain gainful work and contribute to the productive output of the economy. More unemployed workers mean less total economic production.

YOUTH UNEMPLOYMENT

Youth unemployment is a state where a young person who is active is unable to find work. Unemployment occurs when workers who want to work are unable to find jobs.

The National Population Commission (NPOC, 2013) states Nigeria’s population is said to have reached about 167 million people in 2012 about half of the population is made up of youth, defined as individuals between 15 and 34 years of age. Unfortunately, as the youth population grows, so does the unemployment rate. In fact, unemployed youth numbered about 11.1 million in 2012.

In Nigeria, about 53.40% of youths are unemployed according to youth unemployment rates released by the National Bureau of Statistics in 2022.

ANALYSIS OF YOUTH UNEMPLOYMENT IN NIGERIA

First, in terms of age, younger youth struggle even more to find jobs: At least two-thirds of unemployed youth are between 15 and 24 years of age. And, in terms of gender, majority of unemployed youth are female. Youth unemployment by geographical/settlement location (rural and urban areas) indicates that youth unemployment is mostly in rural areas and rapidly growing; From 2010 to 2011, the share of unemployed youth in rural areas increased from 47.59 percent to 59.95 percent. The population of unemployed youth in rural areas rose from 2.9 million in 2008 to about 5.9 million in 2012.rom 2010 to 2011, the share of unemployed youth in rural areas increased from 47.59 percent to 59.95 percent. Relatedly, in terms of education, from 2008-2012, over half of unemployed youth did not have an education past primary school. This particular group has consistently accounted for over 50 percent of all unemployed youth. However, graduates of tertiary institutions also seem to be badly hit by unemployment too, making up about 20 percent of youth unemployment and often remaining unemployed for upward of five years after graduation.

FACTORS LEADING TO YOUTH UNEMPLOYMENT IN NIGERIA

Several factors may be blamed for the prevalence of youth unemployment in Nigeria. There is a high population growth rate—3.5 percent per annum—which accompanies an already large national population of over 167 million people. In addition, deficient school curricula and poor teacher training have contributed to the failure of educational institutions to provide their students the appropriate skills to make them employable. Since schools in rural areas are generally more deficient in infrastructure, teaching facilities and teacher quality than schools in urban areas, this may help account for the high growth in rural unemployed youth. In fact, some experts suggest that the major jump in rural youth unemployment in 2011 (see Table 1) could be due to the mass failure in national examinations conducted among final-year secondary school students in 2010, which made many of them unemployable in 2011.

In addition to these supply factors, there is a lack of vibrant industries to absorb competent graduates. This obstacle was in part caused by an infrastructural deficit and a debilitating structural adjustment program (SAP) implemented by Nigeria in the 1980s, which led to the closure of many industries and from which the country is yet to fully recover. It is also well-known that the youth unemployment situation has been aggravated by flawed and inconsistent public policies on employment.

Another reason might be that policymakers have had to confront inadequate information and data that can form the basis of effective planning, employment data are very hard to obtain, even from statutory institutions and agencies established for gathering socio-economic data. Where unemployment registers exist at all, they are limited to urban areas, and, in fact, not all those searching for employment attempt to register. In the absence of such data, policymakers tend to rely on cross-sectional household surveys, which are often inconsistent and full of errors. This lack of data makes it difficult for policymakers to understand the nature of the employment challenge and make informed decisions on how to support young people in the labor market. The scarcity of data on informal employment and entrepreneurship in particular is a major obstacle, given the importance of this sector for youth employment.

SOLUTION TO YOUTH UNEMPLOYMENT IN NIGERIA

Entrepreneurship is an important solution to the problem of unemployment in Nigeria and around the world. By creating new businesses and job opportunities, entrepreneurship can help to reduce unemployment and drive economic growth and development. Government can start a program to train entrepreneurs instead of allowing unemployed graduates to search for jobs that are not there.

Agriculture is the second largest employer of labor in Nigeria. The agro allied value chain can become the hub for creating more jobs for Nigerians.

The government should prioritize implementing policies that encourage entrepreneurship. These are policies such as investing in education and training and improving infrastructure. These solutions will help to create jobs and reduce poverty. The government can disburse money to micro finance banks for lending to market women, petty traders, and artisans to stimulate economic growth. How it will work, is that the bank will ask these people to form corporative societies, to enable members to get small loans to expand their businesses. The corporative societies will act as a guarantor for members to ensure borrowers repay the loans. This plan can help many poor Nigerians become self-reliant and as their business grows; they will create jobs to reduce unemployment.

Education sets people free from poverty. Educated people, especially professionals are assets to the nation. The government should fund the education sector in other to avoid producing half -baked graduates with little chance of employment. They can change university curriculum to introduce subjects to train undergraduates for skills that are lacking, but essential for the labor market of today.

CONCLUSION

Youth unemployment in Nigeria has eaten deep into the agile and intelligent youths Of Nigeria. This situation has brought a state of hopelessness among many Nigerian youths. Unemployment is a ticking time bomb, which we must not be allowed to explode on our faces. Let us all join hands to provide jobs for unemployed people, mostly made up of youths. In addition, youths can set up an internet business by becoming a blogger, website designer, and copywriter, to reduce unemployment in Nigeria.

National Universities Commission & Functions

The National Universities Commission of Nigeria was established in 1962 as an advisory agency in the Cabinet Office. However, in 1974, it became a statutory body and the first Executive Secretary, in the person of Prof. Jibril Aminu was then appointed.

The National Universities Commission (NUC) is a parastatal under the Federal Ministry of Education (FME). The Commission has a Governing Council, its Executive Secretary is Prof. Abubakar Adamu Rasheed MNI, MFR, who assumed office on august 3, 2016.

Over the years, the Commission has transformed from a small office in the cabinet office to an important arm of government in the area of development and management of university education in Nigeria.

Functions of National Universities Commission of Nigeria:

To advise the President and State Governors, through the Minister, on the creation of new universities and other degree-awarding institutions in Nigeria;
To prepare, after consultation with the State Governments, the universities, the national manpower Board and such other bodies as it considers appropriate, periodic master plans for the balanced and co-coordinated development of all universities in Nigeria;
To lay down Minimum Academic Standards in the Federal Republic of Nigeria and to accredit their degrees and other academic awards;
To ensure that quality is maintained within the academic programmes of the Nigerian University System;
To make such other investigations relating to higher education as the Commission may consider necessary in the national interest;
To inquire into and advise the Federal Government on the financial needs, both recurrent and capital, of university education in Nigeria and, in particular, to investigate and study the financial needs of university research and to ensure that adequate provision is made for this in the universities;
To take into account, in advising the Federal and State Governments on university finances, such grants as may be made to the Universities by the Federal and State Governments, private proprietors and by persons and institutions in and outside Nigeria;
To undertake periodic reviews of the terms and conditions of service of personnel engaged in the universities and to make recommendations thereon to the Federal Government where appropriate;
To recommend to the Visitor of a university that a visitation be made to such university as and when it considers it necessary;
To act as the agency for channeling all external aid to the universities in Nigeria;
To receive block grants from the Federal Government and allocate them to Federal Universities in accordance with such formula as may be laid down by the National Council of Ministers.

Attainment of stable and crisis-free University System.
To work with Nigerian Universities to achieve full accreditation status for at least 80% of the academic programmes.
To initiate and promote proficiency in the use of ICT for service delivery within the Commission and the Nigerian University System.
Upgrade and maintain physical facilities in the Nigerian University System for delivery of quality university education.
To match university graduate output with national manpower needs.
To foster partnership between the Nigerian University System and the private sector.

As a coordinating body, the Commission ensures it discharges its responsibilities by recruiting adequate and relevant man power and appeals to the Universities for their sustained support and understanding.

The National Universities Commission also relies on support from the Federal Government, State Governments and other stakeholders in its bid to improve on the quality of tertiary education and graduates of the nation’s university system.

How: Establishment Institutions of Higher Education in Nigeria

Requirements for Establishing Institutions of Higher Education in Nigeria. This post covers how to start (Higher Education) Colleges, Polytechnics and Universities business in Nigeria.

World Bank defined Educational Higher Education thus; Higher Education also known as tertiary education in some countries, refers to all post-secondary education, including both public and private universities, colleges, technical training institutes, and vocational schools. Higher education is instrumental in fostering growth, reducing poverty and boosting shared prosperity. A highly-skilled workforce, with a solid post-secondary education, is a prerequisite for innovation and growth: well- educated people are more employable, earn higher wages, and cope with economic shocks better.

In Nigeria, an institution of Higher Education may be sponsored or owned by the Government of the Federation or of a State or Local Government or by any of the following, that is:-

a. By a Company incorporated in Nigeria
b. By an individual or association of individuals who are citizens of Nigeria, and who satisfy the criteria set out in the Schedule to this Act for establishment of institutions.

(1) Application for the establishment of an institution of higher education shall be made to the Minister:-

a. in the case of a University, through the National Universities Commission
b. in the case of a Polytechnic or College of Agriculture, through the National Board for Technical Education;
c. in the case of a College of Education, through the National Commission for Colleges of Education; and
d. in any other case, through the Director-General of the Federal Ministry of Education, in accordance with the guidelines prescribed for making the application.

(2) No State, Local Government or tertiary institution shall benefit from the education tax with respect to a tertiary institution unless the application for the establishment of that tertiary institution was made in accordance with the provision of subsection (1) of this section.

(3) No person shall be granted approval to establish an institution of higher education unless the criteria set out in the Schedule to this Act have been satisfied.

Criteria for Establishing Colleges, Polytechnics and Universities in Nigeria.

(1) The academic structure and spread of discipline of the institution shall be such as would cater for areas of felt needs.

(2) i. Evidence shall be produced to show that the institution would be provided with adequate:-
(a) Funding, both Capital and Recurrent;
(b) Academic and Support Staff.

(2) ii. The proposed staffing guidelines shall meet with current guidelines of :-

(a) The National Universities Commission; or

(b) The National Board for Technical Education; or

(3) The Federal Government must be satisfied that, on approval being given, the sources of funding and necessary funds will be available.

(4) The Federal Government or its accredited agency shall ascertain and be satisfied itself that:-

(a) The fixed and enabling assets, that is, funds, land, movable and immovable assets, are appropriate for establishing the institution in the light of such factors as:-

i. The type of institution envisaged,

ii. Its philosophy and objectives,

iii. The cost of goods and services prevailing at the time;

(b) The assets shall be assigned to the institution on approval being given for the institution to be established; and

(c) That the applicant has supplied a concrete and guaranteed source of financial support for the University to the tune of N200 million, N100 million for Polytechnic or Mono technic, and N50 million for a College of Education, over a period of 5 years.

(5) (1) A proposed institution shall have clearly spelt out master plan for infrastructural and programme development for at least 20 to 25 years which shall make adequate provision for:-

(a) Plan space, aesthetic beauty and fixed final assets;

(b) Minimum land area of 100 hectares for a University, 50 hectares for a Polytechnic or Monotechnic and 25 hectares for a College of Education, in a salutary site.

(2) The site distance from an urban complex shall take into account availability of municipal services, including water, transportation, private accommodation, communication and other consequential inadequate in its Community.

(6) (1) A proposed institution shall have an adequate environment base and shall be open to all Nigerians irrespective of ethnic derivation, social status, religious or political persuasion.

(2) Accordingly, its laws and status shall not conflict with the conventional responsibilities in academia or interfere with avowed traditional institutional autonomy.

(7) To pre-empt problems of inadequate municipal facilities, the proposed institution shall have a clear policy on student and staff accommodation and catering services.

(8) The proposed institution shall have a well articulated mission and set of objectives which may be original and innovative but unequivocally in consonance with the socio-economic and political aspirations of Nigeria.

(9) To create and sustain credibility and confidence from the start, the administrative structure of the proposed institution shall not depart too radically from established norms.

(10) The library, laboratory and workshop facilities including instructional tools and consumables, shall be adequate and there shall be long-range plans for sustaining them.

(11) The planning and feasibility report of the proposed institution include proposed contracts and affiliation with existing similar institutions and plans for cooperation and interaction.

(12) The criteria set out in this Schedule shall also apply to a proposed institution which is an Open University except that:-

(a)The minimum land area requirement shall not apply; and

(b) Guidelines prescribed by the appropriate authority as regard technical infrastructure for functional and effective operation shall be satisfied.

HOW TO START SCHOOL BUSINESS IN NIGERIA

We concentrated on how to register school ( including Institutions of Higher Education) in Nigeria as a private person, the requirements and steps to complete the school business registration. It may interest you to know that schools in Nigeria do not pay Value Added Tax (VAT).

Nigeria is among the developing countries of the world that have investment opportunities in educational sector.
Government policy that allow private sector to own and run schools in Nigeria has widened the opportunities. Private schools are increasingly springing up from various parts of the country.

Requirements for School Registration as a Business Name.

Note: School Registration as a Business Name only allows you to run Daycare, Nursery and Primary Schools only.

The proposed name of the school (2 names must be submitted to CAC)
– The address of the school
– The functions and objectives of the school
– Particulars of the School Proprietor(s) – (copy of their identification card,
which could be National passport/National Identity card/Driver’s license or
voters card), Age, phone numbers, email address and residential address of the school proprietor(s). 2 passport photographs of the School proprietor(s)

Requirements for Registration of a school as a Private Limited Liability Company (LTD)

Note: This allows to run Daycare, Nursery, Primary and Secondary
Schools only.

– The objectives of the school
– Particulars of the 2 directors and shareholders of the school – (copy of their identification card, which could be National passport/National Identity
card/Driver’s license or voters card), Age, phone numbers, email address and residential address of the 2 directors and shareholders.

Requirements for Establishing Institutions of Higher Education In Nigeria

An institution of Higher Education may be sponsored or owned by the Government of the Federation or of a State or Local Government or by any of the following, that is:-

(1) Application for the establishment of an institution of higher education shall be made to the Minister:-

a. in the case of a University, through the National Universities Commission
b. in the case of a Polytechnic or College of Agriculture, through the National
Board for Technical Education;
c. in the case of a College of Education, through the National Commission for Colleges of Education; and
d. in any other case, through the Director-General of the Federal Ministry of
Education, in accordance with the guidelines prescribed for making the
application.

(3) No person shall be granted approval to establish an institution of higher education
unless the criteria set out in the Schedule to this Act have been satisfied.

Approval from the Ministry of Education (both Business Name & LTD Schools)

After successful registration of a school with the Corporate Affairs
Commission, the next thing to be done is obtaining approval from the Ministry of Education in the state where the school is located. Educational Higher institution are managed by Federal ministries.

How to obtain approval for the school from State Ministry of Education:

A formal application shall be made to the Ministry of Education of the state
where the school is located. The below steps may differ from one state in Nigeria to another.

1. Obtain and submission of approval forms by the School to the Ministry of
Education. This is followed by inspection of the school by the officials of the
Ministry of educations.
The inspection here ranges from inspection of toilets, classroom and
administrative blocks.

2. Inspection of the school by the officials of the Ministry of Education.
The inspection here ranges from inspection of curriculum textbooks and other items.
Approval certificate awarded to the school after satisfaction by the Ministry
officials upon the 2nd inspection.
