The difference between NMDPRA permits and NUPRC permits

Both NMDPRA and NUPRC issues Oil and Gas Industry Service Permits (OGISP) and other related licenses and permits in the Nigerian Oil and Gas Industry.

Many have asked, what is the difference between the OGISP from Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) permits and that of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) permits?

The federal government of Nigeria through Petroleum Industry Act (PIA) 2021 divided the Oil and Gas industry activities into three segments: Upstream, Midstream, and the Downstream activities.

The Upstream activities are made up business of oil and gas exploration and production.
The Midstream activities are made up business of transportation and storage of oil and gas.
While the Downstream activities are made up business of refining and marketing oil and gas products.

NMDPRA’s encompasses a merger of three defunct regulatory agencies: Petroleum Products Pricing Regulatory Agency (PPPRA), Petroleum Equalization Fund {Management} Board (PEFMB), the Midstream and Downstream Divisions of the Department of Petroleum Resources (DPR).

 

NMDPRA OGISP Permits and Requirements

First, the permits are in three categories based on the services in the Midstream and Downstream sector: General, Major and Specialized categories.

The general requirements are;

  1. Certificate of incorporation in Nigeria and other CAC documents
  2. A valid Tax Clearance Certificate of the company
  3. The Nigerian Social Insurance Trust Fund certificate / payment receipt.
  4. And other internal documentations.

Costs of NMDPRA OGISP Permits;

  1. General category permits go for N5,500
  2. Major category permits go for N27,500
  3. While the Specialized category permits go for N257,500
