Herein this article, we guide applicants on the Bulk purchase agreement (BPA) Registration and Renewal for Major marketers’ categories.

A company may apply for and obtain Bulk Purchase Agreement (BPA) in more than one category provided it is registered by Corporate Affairs Commission (CAC) and has the appropriate legal status as well as the competencies/capabilities/equipment to carry out the jobs.

APPLICATION REQUIREMENTS FOR MAJOR MARKETERS

All applications are to be completed online

Online Application – It must be duly completed. Applicants must ensure to provide correct and functional addresses, telephone numbers and e-mail at the time of submission. Any subsequent change must be promptly communicated to: The MD, NNPC Trading Limited.

 

REQUIREMENTS FOR MAJOR MARKETERS 

  1. Bank Guarantee of Two Billion, Five hundred million Naira (N2,500,000,000) from a reputable Commercial bank. This should be submitted to the Managing Director, NNPC Trading Ltd with an application cover letter
  2. Ownership of a Depot
  3. Minimum of 100 retail outlets and fleet size of four hundred (400) trucks
  4. Retail Spread in not less than two-third (2/3) of the states of the Federation
  5. Volume turnover of not less than three hundred (300) million litres per annum
  6. Other statutory requirements and documents (including DPR permit)
  7. No overdue debt beyond sixty (60) days of litigation against NNPC Trading Ltd
  8. Satisfactory due diligence
  9. NNPC Management and Board Approval
  10. Payment of BPA Processing Fee of Two hundred and fifty thousand Naira Only (N250,000) for New Applications

Documents – All required documents should be clearly scanned any uploaded to the portal in PDF or JPEG format (documents shall not exceed4MB) Uploading of zipped documents not allowed.

  • Certificate of incorporation (CAC)/Registered Business name
  • 3 years current tax clearance certificate
  • DPR certificate (where applicable)
  • VAT Certificate (where applicable)
  • Reference letter from your bank
  • PENCOM certificate (where applicable)
  • Current ITF Registration certificate (where applicable)

Application Process Flow

  1. STAGE 1:The First Stage involves submission of physical copy of Bank Guarantee to the office of the Managing Director, NNPC Trading.
  2. STAGE 2:This involves verification of the bank guarantee.
  3. STAGE 3:Upon verification of the Bank Guarantee, a User Account will be created for the Marketer on the NNPC Trading Online Marketers Portal. It is expected that electronic copies of all backing documents are uploaded.
  4. STAGE 4:BPA Approval process by Management and NNPC Board
  5. STAGE 5:Upon Approval by NNPC’s, it is expected that the marketer makes the necessary BPA Processing Fee Payment
  6. STAGE 6: Draft electronic Copy of the Bulk Purchase Agreement (BPA) is created and sent to the Marketer for acceptance
  7. STAGE 7:BPA Slip and physical copy is mailed to the Marketer

INSPECTIONS

The NTL would conduct inspection/assessment of the facilities for all new applicants under the major and specialized categories, prior to a consideration for the issuance of BPA. Inspections would also be conducted on companies whose Bulk Purchase Agreement had not been renewed for more than three (3) years preceding an application. All applications under Major and Specialized categories will be subjected to further evaluation by relevant Divisions/Units in the NTL; and assessed for their professional competencies and capabilities. It may be necessary to inspect existing companies/businesses that have applied for renewals from time-to-time Companies must have physical presence in Nigeria. Inspections are without notice and without prejudice to existing permits and/or approvals.

PROCESSING FEES

All statutory fees remain unchanged as highlighted hereunder:

CATEGORY : MAJOR

NEW: 250,000

RENEWAL: 125,000

BPA VALIDITY PERIOD: 1year

 

MODE OF PAYMENT

Payments can be made directly online through the NTL BPA Portal– further payment Instructions are available at the point of payment on the BPA portal.

HOW TO APPLY

Applicants for either renewal or new permit should apply by going through the following processes:

Step 1: Log on to NNPC trading portal

Step 2: Create your company account

Step 3: Complete the online application form

Step 4: Attach all applicable documents

Step 5: Submit your application

Step 6: Verification and confirmation of documents provided

Step 7: Make payment

Step8: Issuance of BPA Certificate to qualified contractors, vendors and suppliers (by NTL).

PROCESSING OF APPLICATIONS

Applications will be processed within 72 hours. Successful applicants can print Bulk Purchase Agreement (BPA) online.

DOCUMENT VERIFICATION AND PENALTIES

Please note that applications with false or forged documents will be disqualified with applicant forfeiting the remitted fees. NTL also reserves the right to prosecute on this regard.
