Nigerian company here means a company that is registered in Nigeria that will operate under Nigerian Local Content rules and regulations.  

What is NCEC?

NCEC means Nigerian Content Equipment Certification as it regards to Nigerian Content Development and Monitoring Board (NCDMB). 

What is NCEC purpose?

The Nigerian Content Equipment Certification (NCEC) is a Nigerian content requirement for participation in tenders/ bids that are involving supply of equipment or deployment of equipment for oil and gas services. The scope of NCEC covers all equipment, systems and packages covered in the Schedule to the NOGIC Act 2010 and typical EPC packages.

  The old/ faced out NCEC Certificates registration are categorized into four. They were categorized into A, B, C and D categories.

NCEC Certificate Categories

Nigerian Content Equipment Certification (NCEC) registration with Nigerian Content Development and Monitoring Board (NCDMB) are categorized as following;

  1. Manufacturing and Related Services (MS)

Materials in this category are manufactured in Nigeria and are to be exclusively procured and supplied by the incountry as listed: production chemicals, drilling fluids and chemicals, Cables, Paints, linepipes, Personal protection Equipment, shaker screen, LV, MV and HV Panels, Glass reinenforced Pipes, Bolts and Nults, Steel Pipe, steel plates, Fibre Units, cable trays and ladder, switches and gears, ICSS cabinets, Pig launcher accessories, fittings , Valves.

  1. Fabrication and Construction (FC)

All pipe coating and threading, modules, sub assemblies, products, fixtures, and components related to construction activities required in the oil and gas industry that can be fabricated incountry.

  1. Production Services (SS)

All activities related to provision of services and support to the Oil and Gas industry excluding Marine Logistics and Drilling services.

  1. Procurement and Supplies (PS)

Procurement, maintenance and supply of material tools, equipments required of Oil and Gas Production activities.

  1. Consultancy Services.

Delivery of engineering designs, studies, advisory services, and other specialized services in the Oil and Gas industry.

  1. Quality Control Inspection and Testing.

Testing and certification services such as non destructive testing and all forms of quality control and quality assurance certification.

  1. Construction and Movable Equipment.

Movable equipment and materials that form only a part of what is required for value creation in the Oil and Gas industry.

  1. Non Moveable Equipment.

Assets used for onshore and offshore services including training facilities logistics, catering, health safety and environment, medical and Oil and Gas related services in the Nigerian Oil and Gas industry.  

NCEC Registration Requirements:

1. Nigerian Trained Personnel Evidence
2. Evidence of Expatriate Quota Approvals
3. Investment plan.
4. Evidence of capitalization showing assets and amounts so far invested in Nigeria
5. Nigerian Social Insurance Trust Fund (NSITF) .
6. Tax certificate.
7. Audited account.
8. Equipment Receipts/ Proof of ownership.
9. NUPRC (DPR) Permit
10. Form CAC, CO2, CO7
11. Evidence of Maximum single contract executed
12. Picture(s) of Facility
13. ISO Certificate.
14. Equipment Picture(s)
15. NOGIC JQS (Local content certificate)
16. OEM Agreement (for Procurement)

Note: Some of the above NCEC requirements are not compulsory for all the categories while some are mandetory once.

Old NCEC Category Requirements

– Have Fabrication or Production Yard of your own in your company name. – Your products / goods must have been certify. E.g ISO Certification (applicable for “A”) – Evidence of Facility Certification – Nigerian Trained Personnel Evidence – Evidence of Expatriate Quota Approvals – Evidence of Facility Location – Deed of Conveyance, Survey Plan and Evidence of Equipment Purchase, Including Receipts. – List of Equipment Procured and Installed or to be Procured and Installed in the Facility – MOA between the Applicant and Original Equipment Manufacture(3) (OEM) – Investment Plan – Design Plan – CAC documents (Certificate, Directors details & Memo) – Audited Account – Company Tax Certificates – NCDMB Certificate (NOGIC JQS Certificate) – Letter of Intent – List of Equipment – Evidence of Ownership or Memorandum of Agreement from owner – Inspection by NCDMB Team.
